President Obama has provided Congress with new marching orders on health care. The next step would have the House of Representatives vote on a bill already approved by the Senate. In this Capitol Hill Briefing, we will look at the implications of the Senate legislation on the health care system. How is the Senate bill different from the House bill, and who would bear its burdens? Could budget reconciliation—if it's used at all—fix the problems with the Senate bill?
